We are pleased to submit our application for the PARTISIPA Website Supplier role. OniT Enterprises is a Dili-based digital technology company — registered in Timor-Leste — building production-grade web platforms for government, international development organisations, and civil society across the country. We are available to begin immediately.

We know this context well

Tony Franklin has lived and worked in Timor-Leste for over 13 years, delivering digital platforms for clients including the Ministry of Tourism, Commerce and Industry (timorleste.tl — the official national tourism portal), the Ministry of Education (a national Education Management Information System currently in tender process), UNICEF Timor-Leste, Australia Awards, the PNTL, Belun, the Judicial System Monitoring Programme, and the RDP4 agricultural programme funded by the Australian Government.

Celestino "Tino" Freitas is Managing Director of OniT Enterprises, a Timorese-born program management professional with over 20 years of international experience. He served as Renewable Energy Advisor to the Government of Timor-Leste (FEDA), coordinating six ministries under the Prime Minister's office. He holds an MBA from the London School of Economics with Distinction, and has managed multi-sector programs with budgets exceeding $900,000 USD for development banks, governments, and NGOs. Tino manages all government relationships, stakeholder coordination, and local operations for OniT.

This project is a direct fit for our team. The PARTISIPA brief calls for a bilingual Tetun–English website that is mobile-first, low-bandwidth-optimised, accessible, and suitable for municipal-level content — this describes every platform we build for Timorese audiences.

Relevant work

Our most directly relevant work includes timorleste.tl, the official national tourism portal for the Ministry of Tourism — a multilingual (English, Tetum, Portuguese), photo-led, mobile-first website with Google Analytics 4, dynamic content feeds, and government-standard design. We also built atres.belun.tl, a complex multilingual data platform for Belun NGO used by donors and government counterparts across Timor-Leste, featuring AI-powered Tetum-to-English translation across 7,200+ incident records. We designed and built the Australia Awards Timor-Leste website (australiaawardstl.org) for the DFAT-funded scholarship program, including bilingual content management and CMS training for program staff — a direct parallel to this engagement. We deliver fast — and we include hosting

We use AI-assisted development tooling that substantially compresses build timelines without compromising quality — enabling us to bid competitively while delivering production-grade work. We also propose to include managed hosting within our fixed price: OniT will host and maintain the PARTISIPA website on our production server infrastructure (Hetzner, Dili-optimised CDN, SSL, automated backups) for the duration of the contract and initial post-launch period, removing this operational burden from PARTISIPA entirely. For the PARTISIPA website, we are confident in delivering well within the 10-week window.
